Answer

Following the SERC Cavity Wall Insulation Inspection Report and the subsequent larger Cavity Wall Insulation study undertaken by the BBA, the Housing Executive has undertaken some pilot retrofit projects which use a whole house solution including the fabric first methodology. These schemes will help inform the development of the Housing Executive’s Energy Efficiency Strategy, which will promote sustainable retrofit, reduce fuel poverty and increase the thermal comfort for tenants.

It should be noted that rolling out this approach across the Housing Executive’s stock would require a very considerable level of funding.

The Housing Executive and the Department for Communities will continue to work together to provide a sustainable solution to funding stock investment needs, thereby enabling delivery of programmes such as retrofit.
