Answer
The control and prohibition of advertisements on or near special roads, including motorways, is set out in Article 21 of the Roads (Northern Ireland) Order 1993.
The Department's approach to the provision of direction signs is in RSPPG E034 Permanent Direction Signs (infrastructure-ni.gov.uk), and the provision of ‘white on brown’ tourist signs is in RSPPG E029 The Signing of Tourist Attractions and Facilities (infrastructure-ni.gov.uk)
